Utilizing Lower Deduction Certificate for Efficient Tax Management

Introduction

In the complex world of business finance, it’s essential to understand how different features in your financial management system can help streamline operations and ensure compliance with regulations. In Empress, one such feature is the Lower Deduction Certificate. This feature is all about tax withholding at source (TAS), offering flexibility for those rare situations where the standard tax deduction rate may not apply.

Why is the Lower Deduction Certificate Important for Your Business?

Under typical tax withholding regulations, entities responsible for making payments are required to deduct tax at the source at specific rates. This process ensures that the tax on your income is deducted in advance and deposited directly with the government, rather than having to handle it at a later date.

However, for some taxpayers who may not have taxable income for a particular fiscal year, this standard tax deduction system might create complications. That’s where the Lower Deduction Certificate comes in. It allows these taxpayers to secure a certificate that verifies a lower or zero rate of Tax Deduction at Source (TDS) compared to the rate listed in the tax withholding category.

Getting Started: Prerequisites

Before you dive into creating and using a Lower Deduction Certificate, Empress advises that you create and get acquainted with the Supplier and Tax Withholding Category components of the system.

Creating a Lower Deduction Certificate: Step-by-Step Guide

  1. Go to the Lower Deduction Certificate list and select ‘New.’
  2. Input the Certificate Number.
  3. Choose the Section Code.
  4. Type in the Fiscal Year.
  5. Pick the Supplier who has a valid PAN number. The system will automatically fetch the PAN number after the Supplier is selected.
  6. Specify the Valid From and Valid Up To dates.
  7. Enter the rate of TDS as per the certificate and the certificate limit.
  8. Click ‘Save.’

Making Use of Your Lower Deduction Certificate

Applying the Certificate in a Purchase Invoice

As an example, let’s consider a situation where we’ve selected the TDS category as ‘TDS - 194D - Individual’ which has a rate of 5%.

  1. First, set the Tax Withholding Category for the Supplier in the supplier master. When you select that Supplier, a checkbox will appear in the Purchase Invoice. This checkbox allows you to decide whether to apply the tax or not. The system will auto-fetch the TDS category.

  2. Next, create an invoice for 20,000. Upon saving the invoice, the system will automatically calculate the tax and add it to the Purchase Taxes and Charges table. Even though the tax category assigned to the supplier has a tax rate of 5%, the applicable tax rate is 1%—as specified in the Lower Deduction Certificate.
